Adolygiad o reoliadau a chanllawiau newydd

Mae Llywodraeth Cymru heddiw (24/4) wedi cyhoeddi newidiadau i’r rheoliadau Covid, yn ogystal â chyhoeddi canllawiau newydd – dilyna hyn yr adolygiad 3-wythnos statudol o’r rheoliadau brys. Ceir dolenni i’r wybodaeth hyn, yn ogystal â nifer o ddolenni defnyddiol eraill isod:-

Fel rhan o’r newidiadau hyn, mae canllawiau ar ymarfer corff wedi’u cyhoeddi sy’n darparu mwy o eglurder ar y math a hyd o fathau derbyniol o ymarfer corff, ac yn rhoi cyngor pellach ar ddefnydd cerbyd i deithio cyn cymryd ymarfer corff. Mae’r canllaw hefyd yn cydnabod y gallai pobl sydd â cyflwr iechyd penodol neu anableddau fuddio o ymarfer corff yn yr awyr agored mwy nag unwaith y dydd, ac mae’n codi’r cyfyngiadau dan yr amgylchiadau hyn:-

Fframwaith

Yn ogystal heddiw (24/4), mae’r Prif Weinidog Mark Drakeford wedi cyhoeddi fframwaith a saith cwestiwn allweddol i gynorthwyo i arwain Cymru allan o’r pandemig coronafeirws.

Bydd y fframwaith yn helpu i benderfynu pryd y gellid cychwyn llacio’r cyfyngiadau manwl aros adref yng Nghymru a bydd yn gymorth i ddarganfod ffordd i bobl yng Nghymru fyw a gweithio ochr wrth ochr â coronafeirws. Mae’n cynnwys datblygiad rhaglen o wyliadwriaeth adnabod achosion, ac olrhain cysylltiadau ledled Cymru, ac mae’n tanlinellu bwysigrwydd arbrofion yn y gymuned i ymatal heintiau coronafeirws sy’n ymddangos wrth a phan bydd cyfyngiadau’n cael eu llacio. Mae’r fframwaith yn seiliedig ar dri piler:-

  1. Y mesurau a’r dystiolaeth y byddwn yn eu defnyddio i farnu’r lefelau haint presennol a chyfraddau trosglwyddo coronafeirws yng Nghymru.

 

  1. Yr egwyddorion y byddwn yn eu defnyddio i ymchwilio i’r dulliau arfaethedig o lacio’r cyfyngiadau presennol, sy’n seiliedig ar dystiolaeth wyddonol ac effeithiau cymdeithasol ac economaidd ehangach.

 

  1. Sut bydd ein system ar gyfer cadw golwg ar iechyd y cyhoedd ac ymateb i’r sefyllfa yn cael ei wella i’n galluogi i fedru olrhain y feirws yn ofalus wrth i’r cyfyngiadau godi.

Mae Llywodraeth Cymru wedi cydweithio’n agos â gweddill y DU drwy gydol y pandemig ac wedi rhannu datblygiad y fframwaith gyda llywodraethau’r Alban, Gogledd Iwareddon a’r DU.

Canllawiau’r Heddlu ar ymarfer corff

Yn dilyn ymholiadau gan randdeiliaid ynglŷn â’r cyhoeddiad Lloegr-yn unig gan Cyngor Cenedlaethol Penaethiaid yr Heddlu (NPCC) a’r erthygl newyddion BBC a ddilynodd oedd yn awgrymu y gallai fod yn dderbyniol i deithio ymhellach i ymarfer corff, gall Lywodraeth Cymru gadarnhau nad yw’r pedwar llu heddlu yng Nghymru yn mabwysiadu’r canllaw hon.

Review of regulations and new guidance

The Welsh Government has today (24/4) announced changes to the Covid regulations, as well as publishing new guidance – this follows the first statutory 3-week review of the emergency regulations. Links to the revised rules:-

As part of these changes, guidance on exercise has been published which provides greater clarity over type and duration of acceptable forms of exercise, and gives further advice on the use of travelling by vehicle for exercising. The guidance also acknowledges that people with specific health conditions or disabilities may benefit from outdoor exercise more than once a day, and lifts the restrictions in these circumstances:-

Framework

Also today (24/4), First Minister Mark Drakeford has published a framework and seven key questions to help lead Wales out of the coronavirus pandemic.

The framework will help to determine when the strict stay-at-home restrictions can begin to be relaxed in Wales and will help to find a way for people in Wales to live and work alongside coronavirus. It includes the development of a Wales-wide programme of surveillance, case identification, and contact tracing and highlights the importance of community testing to contain emerging coronavirus infections as and when restrictions are eased. The framework is based on three pillars:-

1.         The measures and evidence by which the current infection level and transmission rates for coronavirus in Wales will be judged.

2.         The principles by which proposed measures to ease the current restrictions will be evaluated, grounded in both scientific evidence and wider social and economic impacts.

3.         How surveillance and response system will be enhanced to enable close tracking of the virus as restrictions are eased.

The Welsh Government has worked closely with the rest of the UK throughout the pandemic and has shared the development of the framework with the Scottish, Northern Irish and the UK governments.

Police Guidance on exercise

Following queries from stakeholders regarding the recent England-only publication from the National Police Chief’s Council (NPCC) and the subsequent BBC news article that suggested it may be acceptable to drive farther afield for exercise, Welsh Government can confirm that the four police forces in Wales are not adopting this guidance
