Public rights of way
in England and Wales

OSS Home page

We are unique in representing all categories of recreational user on all types of public right of way. We are informed of all proposals to alter the routes of these ways. Our local representatives deal with proposals in their territories and others are taken up on behalf of members.

Our local representatives oppose any applications for change which are not to the public benefit.

We can also advise you on how to deal with problems concerning public enjoyment of a public right of way - on self help and the correct body to approach to resolve the problem. We take up cases on behalf of our members.

We lobby the highway authorities to put more money into maintaining these public ways. We urge them to give priority to their statutory duty of getting them all in good order and the official map of rights of way up to date.

We consider that the discretionary power of moving paths should have very low priority and we advocate that councils adopt a moratorium on path changes unless there is a very clear public benefit in the change. Otherwise they are using their slim resources on a mere power, which benefits owners and occupiers rather than the public, instead of on the duty which benefits everyone.
