Parish councils: dealing with highway obstructions under s.130(6)

Town, parish and community councils are likely to take a strong proprietorial interest in their parish rights of way, and in their local highway network generally. They will be aware that it is the highway authority which has a duty to act against any obstruction in a highway, and from time to time they or their parishioners may report such obstructions to the highway authority, expecting action to be taken to resolve them.
